Both are significant, and when creating a building, a good designer has enough skill and subconscious clutch to undertake both areas. A great building usually has a characteristic that is noticeable and unswerving if you scrutinize many of them over the years: there’s a congruence of how the function is nice and flowy, nothing extra in the preparation, and all this great sophisticated planning also looks great.
